There is a PHP user interface for maintaining and administering MySQL databases which may be downloaded from http://www.phpmyadmin.net/
The best place to find out anything about PHP is the PHP web site itself at www.php.net.
I have used PHP at a fairly basic level on my web site, using it to get data from a MySQL database.
I have also used PHP at work. One of my projects was one to create a web portal to allow suppliers to state which countries their products originate from and whether they comply with European Union requirements.
